I was going to post something in response to this earlier but decided against it. Currently, the OP wands / staves /scrolls are what make sorcs so crazy powerful. Not only can they hold 2 charms that can dish out insane damage, they can still cast GM level acid blasts / Cone of Colds / color sprays / triple Fod's based around overpowered scrolls and such. This is what really needs to be tweaked. The fact that if a group opposes a sorc with two charms, all they have to do is zap cone of cold wands or color spray wands and their concentration is never hindered in the slightest.
Also take in account how many defensive abilities you can get via the above and it means the ONLY things they concentrate on are charms, which is very unlikely to drop witih a Delf. That's really what makes them so powerful. Look at Ealuriel for example. She just zapped wands and owned face.
